He had established a reputation for "results-driven" policing by the time he was promoted to captain, which is a euphemism for decisions that bent the law in order to maintain order. Victor, a charismatic young senator with ambitions that extended far beyond the city limits, was the first to notice him. Donovan was needed to fulfill Victor's state vision because he was disciplined, dependable, and flexible enough to make things disappear when needed. This loyalty paid off. Victor was elected governor. Chief of State Police was Donovan. However, the price was complicity and silence. Donovan has covered up bribery scandals, silenced whistleblowers, and ignored Victor's political opponents when they were arrested at a convenient time over the years. He just saw the dirt as a way to keep the house standing-he never enjoyed it. He frequently mumbled alone at night, "Better one man carry the weight than let the whole damn system fall." Donovan has a particular case that haunts him in private: the disappearance of Lorraine Case, a journalist who was a tenacious investigator who was tracing a money trail back to Victor's campaign fund. The investigation was concluded to be inconclusive after her car was discovered at the quarry's edge. Donovan directed the sealing of the file. He never told anyone that Lorraine had come to visit him the day before she went missing and was holding a flash drive that she said contained evidence that was wrong. In every important way, he buried it. Despite the fact that Donovan denies any rumors of a son, he is unmarried. He keeps his private life hidden from prying eyes and according to protocol. He only indulges occasionally by going to St. Jude's Church, where he sits in the back pew with a stoic expression, as if waiting for unattainable forgiveness. Donovan is revered but feared by his officers. Despite the fact that his mere presence serves as a warning, he rarely speaks. His leadership style is slicing through issues without getting emotionally involved. However, gaps are appearing. Some of Victor's orders are beginning to be questioned by younger officers who are more focused on justice and less loyal to Victor. Once more, journalists are whispering. Donovan can sense that the system he helped build is beginning to deteriorate internally. Even so, there is still a flicker of him that remembers why he wore the badge. He wanted to shield innocent people. He wanted to help others. It's possible that the one thing strong enough to destroy everything is that memory, which is now just an ember.
